Objective

To make business and council regulations easier to adhere to – such as cafes obtaining food service permits – the Department of Treasury and Finance (DTF) wanted to create an easy-to-use website packed with best-practice templates and tools.

Available for fast access and download, the objective was to help Victorian councils and regulators improve internal processes, business operations and customer engagement.

Content Empire was engaged to create a project plan, conduct user research, and design and develop the first tranche of pages on the Victoria Government’s Single Digital Presence (SDP) backend. We then created promotional and maintenance plans so DTF was able to roll out the balance of the tools and market the website.

Outcome

A compliant, easy-to-use and searchable website

Making it easier to do business in Victoria

To produce an attractive and easy-to-use website, Content Empire:

  • Created a project plan outlining the key steps to deliver the Council and Regulator Toolkit (CART) website
  • Undertook detailed discovery and analysis to define the information architecture (IA)
  • Conducted focus group style user research with key audiences including regulators and local councils
  • Designed the website wireframes in Figma using SDP-compliant templates and best practice UX principles that adhered to the Victorian Government’s Ripple Design system
  • Built the first tranche of pages and a series of templatised back-end pages using SDP so that the client could replicate and roll out at their own pace
  • Authored a promotional strategy to support the launch and ongoing rollout of the CART website
  • Created a plan for ongoing maintenance and optimisation to keep the website running smoothly and effectively over time

In conjunction with collating and analysing the findings from the user research, Content Empire created the information architecture (IA), wireframes and design for the new website, using SDP templates. This ensured a compliant, easy-to-use and searchable website that responded to the needs of both users and the businesses they work with.

DTF’s CART website contains hundreds of templates, fact sheets and guides that make regulatory processes faster and easier. These resources are now web-accessible to Victoria’s 79 councils and more than 70 regulators, cutting red tape and making it faster than ever for Victorian businesses to get the regulatory approvals they need to trade.
